Beginning Tuesday, September 2, 2025, law enforcement agencies must begin the process of sharing reportable use-of-force (UOF) incident data and monthly computer-aided dispatch (CAD) data with WADEPS.

Understanding Data Sharing
UOF Incident Data (Three Steps):
- Within 24 hours of the occurrence, all reportable UOF incidents must be reported to the involved officer’s agency, using the agency’s established internal protocol.
- Within 30 days of the incident date, data for all reportable UOF incidents must be entered into the WADEPS Reporting Tool, including incidents under administrative review or investigation. For example: data for a reportable UOF incident occurring on Sept. 1, 2025, must be shared with WADEPS no later than Oct. 1, 2025.
- Two methods are available: individual records or a batch upload using a CSV template provided in the Reporting Tool. Agencies may choose the method that best fits their needs.
- If an agency has no reportable use-of-force incidents for a calendar month, an affirmation of “no data to report” is provided.
- Within 30 days of the completion of an administrative review or investigation, the final decision must be entered into the WADEPS Reporting Tool.
CAD Data (Two Steps):
- Agencies receive CAD data from their PSAP/dispatch center at the end of each month — OR — Agencies authorize their PSAP/dispatch center to provide CAD data to WADEPS at the end of each month.
- Within the first five days of each month, CAD data for all calls for service from January 1 through the previous month must be shared with WADEPS.
- A CSV template with standardized column headers for the five incident-related fields is provided in the Reporting Tool. (Download the template.)
- Data may be submitted by individual agencies or by their PSAP/dispatch center.
- If the PSAP/dispatch center requires a data use agreement from the agency to release data to WADEPS on behalf of the agency, it is the agency’s responsibility to provide the appropriate documentation. See the section below.
- Prior to the initial CAD data submission, agencies and/or PSAPs should provide their CAD call type labels to WADEPS for mapping to reportable UOF initial incident type.
Data Use Agreement (DUA):
Signing the general data use agreement is not required for agencies to begin sharing data with WADEPS. The DUA sets the standard for WSU’s responsibilities regarding how agency data is used and/or shared now and in the future. The process may be completed at any time.
PSAPs who agree to share CAD data with WADEPS on behalf of an agency set their own requirements for data use authorization. It is the agency’s responsibility to provide the appropriate documentation to the PSAP. The WADEPS DUA includes a PSAP authorization which may be used independently from the DUA or as a template.

Accessing the WADEPS Reporting Tool
All authorized users will need to activate their accounts in the live environment and set up two-factor authentication before accessing the live WADEPS Reporting Tool.

Authorized officer accounts will be mirrored from CJTC student accounts and will be updated every two weeks.
WADEPS will provide alternate account management identification and processes for the five state agencies which do not use CJTC for officer training.
Professional staff accounts must be created and authorized by a colleague with administrator privileges for that agency within the WADEPS Reporting Tool.
Roles within the Reporting Tool
Administrative Roles
Initially, all agency points-of-contact on record with WADEPS will be granted administrative privileges for their agency’s account in the Reporting Tool. These individuals will receive an email directly from WADEPS with instructions on how to activate their account.
Each agency has the responsibility and flexibility to identify, adjust, and/or assign roles and privileges within the Reporting Tool as best fits their operational structure.

All active officers with general law enforcement authority and a Washington CJTC student ID will be automatically given read-only privileges in the Reporting Tool. Individual roles may be adjusted by agency administrators.
Read-only access will enable all officers to see their profile information (which is mirrored from their CJTC student account), any UOF incident records associated with their name, and as well as their confidential WADEPS ID number. This ID number is accessible only in the officer’s personal profile page in the Reporting Tool and is an integral part of protecting officer privacy in publicly displayed data.
WADEPS will provide general instructions to agency points-of-contact for them to share with their roster and staff as best fits their operational structure.

CAD Upload Only Role
Agency administrators may grant access to their WADEPS account to PSAP personnel for the purposes of uploading monthly CAD data. The agency is responsible for maintaining the access and setting permissions appropriately.
