Law enforcement agencies began sharing reportable use-of-force (UOF) incident data and monthly computer-aided dispatch (CAD) data with WADEPS in September 2025..

Understanding Data Sharing

Additionally, for agencies and/or PSAPs who provide their CAD call type labels, WADEPS will map the labels to the WADEPS reportable UOF initial incident type for future analysis.

Data Use Agreement (DUA):

Signing the general data use agreement is not required for agencies to begin sharing data with WADEPS. The DUA sets the standard for WSU’s responsibilities regarding how agency data is used and/or shared now and in the future. The process may be completed at any time.

PSAPs who agree to share CAD data with WADEPS on behalf of an agency set their own requirements for data use authorization. It is the agency’s responsibility to provide the appropriate documentation to the PSAP. The WADEPS DUA includes a PSAP authorization which may be used independently from the DUA or as a template.


Accessing the WADEPS Reporting Tool

All authorized users will need to activate their accounts in the live environment and set up two-factor authentication before accessing the live WADEPS Reporting Tool.

Authorized officer accounts will be mirrored from CJTC student accounts and will be updated every two weeks.

WADEPS will provide alternate account management identification and processes for state agencies which do not use CJTC for officer training.

Professional staff accounts must be created and authorized by an officer or staff colleague with administrator privileges in the WADEPS Reporting Tool for that agency within the WADEPS Reporting Tool.

Roles within the Reporting Tool

Administrative Roles
Initially, all agency points-of-contact on record with WADEPS were granted administrative privileges for their agency’s account in the Reporting Tool. 
 
Moving forward, each agency has the responsibility and flexibility to identify, adjust, and/or assign roles and privileges within the Reporting Tool as best fits their operational structure. Changes can be made by any agency officer or staff member with administrative privileges at any time.
Officer Roles
All active officers with general law enforcement authority and a Washington CJTC student ID will have read-only privileges in the Reporting Tool. Individual roles may be adjusted by agency administrators as needed.

Read-only access enables officers to see their profile information (which is mirrored from their CJTC student account), review any UOF incident records associated with their name, and access their confidential WADEPS ID number (an integral part of protecting officer privacy in publicly displayed data). Officer ID numbers are generated by one-way 256-bit encryption and only accessible through an officer’s personal profile page in the Reporting Tool.
 
WADEPS encouraged all officers to activate their individual WADEPS accounts. Agency points-of-contact have been provided with general instructions which can be shared with agency personnel as best fits each agency’s operational structure. 
 
Officer involvement in a reportable UOF incident can be shared with WADEPS regardless of whether the officer has activated their WADEPS account.
Professional Staff Roles
Agency administrators can create accounts for professional staff who do not have a CJTC student ID number as needed for data sharing and/or review. Agencies are responsible for approving and maintaining these additional accounts and the individuals’ access to the Reporting Tool. See the Reporting Tool training materials for details.
CAD Upload Only Role
Agency administrators may create accounts and grant limited access to their WADEPS account to PSAP personnel for the purposes of uploading monthly CAD data. The agency is responsible for maintaining the access and setting permissions appropriately.
